With PIPP Plus came a change in customer requirements with respect to annual reverification of income eligibility to remain on the PIPP Plus program. We have reached a point in the new program year where customers that have not reverified their income eligibility are being dropped from the PIPP Plus program as explained below. Your organization may receive calls for assistance from PIPP Plus participants in this regard. Please direct participants that are being impacted by the reverification requirements to their local HEAP provider or to the Ohio Department of Development’s toll-free hotline 1-800-282-0880.
In March 2011, the Ohio Department of Development (Development) began sending reverification reminder letters to customers who had not reverified in over a year or who were due to reverify in the next 30 days. In May, the second letter which advised the client that they would be dropped was sent out to those customers who had not yet reverified. Thirty days (30) from the date that the May letter went out, the Development sent a drop record to the utility for the clients who had not reverified. Once the utility accepts the drop, a drop letter will be sent to the client informing them that they are no longer on PIPP Plus (a copy of the drop letter is attached.)
In addition, under the PIPP Plus rules, electric PIPP Plus clients and Duke PIPP Plus clients who opted for the minimum payment waiver must reverify 180 days from the date they enrolled on the PIPP Plus waiver and be set up on a payment plan either through PIPP Plus or a utility payment plan.
The former Zero PIPP customers were transitioned to the Waiver with the start of PIPP Plus on November 1, 2011. Those customers needed to reverify in May 2011 to stay on PIPP Plus. Letters advising the customer to reverify were sent out beginning in April 2011. OCS began notifying the utilities to drop these clients on June 6, 2011.
